OpenAI expanded ChatGPT Ads into 31 European markets on August 18th, its biggest advertising push yet. That's not a beta test in one or two countries to see what sticks, it's a continent-scale rollout, and it's worth pausing on what that actually signals rather than filing it under "another AI announcement" and moving on.

No personalization yet, and that's not an oversight

The version launching across Europe isn't personalizing ads to individual users, at least not at first. That's GDPR doing exactly what GDPR is supposed to do: forcing a major ad platform to launch conservatively in a region with real data protection teeth, rather than defaulting to the aggressive targeting model that shipped elsewhere. If you've run campaigns in the EU before, this will feel familiar. The infrastructure usually arrives before the targeting sophistication does, and the targeting catches up once the compliance groundwork is settled.

Don't read the lack of personalization as "this isn't a serious channel yet." Read it as "this is the cautious first version of a channel that's going to get more capable, not less." The direction is set. The current constraints are a starting point, not a ceiling.

Why this isn't just another ad placement

It's tempting to slot ChatGPT Ads into the same mental bucket as any other new placement, one more line item to test alongside the usual Google and Meta rotation. That undersells what's actually happening. Search engines and chat interfaces behave differently as user experiences. A search results page shows you ten blue links and lets you compare. A chat interface gives you one conversational answer and, now, ads woven into or around that answer.

That's a genuinely different context for advertising to operate in. The user isn't scanning and comparing, they're having something closer to a conversation and getting a direct answer, with ads now positioned as part of that exchange. Ad formats, copy, and even the case for being present at all will need rethinking rather than reused, not just resized creative from an existing search campaign.

Stop treating "search" and "AI chat" as the same bucket

If your paid media plan currently treats AI chat interfaces as a subcategory of search, a slightly weirder version of the same channel, this is the week to stop doing that. It's the same discipline behind deciding where Google Ads or Meta Ads budget should go in the first place, treat each surface on its own terms rather than lumping it in with the closest existing bucket. They're becoming distinct advertising surfaces with distinct user behavior, distinct formats, and, soon enough, distinct targeting capabilities as the compliance groundwork matures.

That doesn't mean panic-launching a ChatGPT Ads campaign this week. A 31-market rollout without personalization is still an early version of the channel, and testing budget on it should be sized accordingly, small, deliberate, and treated as learning rather than a proven performance channel yet. What it does mean is that "AI chat advertising" deserves its own line in your planning, not a footnote under search.

Where this leaves your media plan

This is a genuinely new advertising surface, not an iteration on an existing one, and those don't come along often. The GDPR-driven lack of personalization at launch is a European-specific starting point, not a sign the channel isn't worth watching. The businesses that figure out how to advertise well in a conversational context before it gets crowded will have a real head start over the ones still treating chat as search with extra steps.
